You should upgrade or use an alternative browser. Our party just leveled up to 11th last night, and our druid wanted to take the leadership feat. Her goal is to attract a level 7 cohort, not an NPC but a CR=7 creature. RAW states that it is generally (meaning not always) an NPC with class levels.
Has anyone ever been in a game where CR was substituted for class levels for attracting a cohort?
If so, how did it work out?
What about lower level followers, can they be non-leveled creatures with a CR?

Based off your DM's declaration, Leadership is not the option for the druid. If she has an animal companion, you might point her in the direction of Monstrous Companion. It only lists Hippogriff (in the chart), but Pegasus is mentioned at the bottom. It really comes down whether she wants follower or a monster companion more.
